TROOP D NEWS RELEASE July 15, 2014 Former Oakdale Police Officer Arrested for Sexual Relations with Juvenile Oakdale- At the request of the Oakdale Police Department, investigators with the Louisiana State Bureau of Investigations were asked to examine allegations of improper sexual conduct on the part of one of their officers. The investigation revealed that in May 2014, 25-year-old Skylar Frank of Oakdale had sexual relations with a juvenile while on duty as a police officer with the Oakdale Police Department. Frank’s employment with the Oakdale Police Department was subsequently terminated. On July 15, 2014, Frank was charged with felony carnal knowledge of a juvenile as well as malfeasance in office and was booked into the Allen Parish Correctional Center. The case remains under investigation.
