Edmonson, Superintendent May 12, 2008 - STATE POLICE INFORMATION LEADS TO THE CAPTURE OF AN “AMERICA’S MOST WANTED” FUGITIVE On May 8, 2008, the Houston Police Department arrested Mr. Jack E. Clark on a warrant from Fairfax County Virginia for Sodomy by Force and Statutory Rape. In 1996, Mr. Jack E. Clark was convicted of Sodomy by force and Statutory Rape of a 12-year-old girl from Virginia. On May 1, 2008, the Isle of Capri Casino in Westlake, LA contacted the Louisiana State Police Casino Gaming Section, in reference to a loaded handgun found in an abandon luggage bag. The luggage bag had been left at the front desk during check- in at the casino. Before Troopers could approach the owner of the luggage, the owner fled the casino in a black passenger car. Based on information found in the luggage, Troopers determined the owner of the luggage had given a false name during the check-in process at the casino and was using the name, Jeffrey W. Johnson. Troopers learned Mr. Jeffrey W. Johnson was in the Houston, Texas area and contacted the Houston Police Department. On May 8, 2008, the Houston Police Department conducted a sting operation at a construction company in the Houston, Texas area and Identified Mr. Jeffrey W. Johnson as Mr. Jack E. Clark, a wanted fugitive from Virginia. This is the second “America’s Most Wanted” fugitive captured this month, with the assistance of the Louisiana State Police. On May 2, 2008, Mr. Robert Thomas Franks was arrested in New Orleans, LA on a warrant from the Honolulu Police Department for Felony Violation of Privacy.
