| TROOP D NEWS RELEASE August 13, 2018 Troopers Obtain “No Refusal” Warrant in Third Offense DWI Arrest CALCASIEU PARISH — A woman from Iowa, Louisiana, has been arrested for third offense DWI and other charges. On August 12, 2018, shortly before 7:00 p.m., Louisiana State Police Troop D received a complaint from a concerned motorist about a vehicle crossing the centerline and nearly striking other vehicles on Louisiana Highway 397 north of I-10. The driver, 38-year-old Robin Lyne Miller of Iowa, Louisiana, stopped on I-10 just east of LA 397. Upon contact with Miller, Troopers observed obvious signs of impairment, arrested her, and transported her to Troop D for processing. Upon arrival at Troop D, Miller refused to provide a toxicology sample and remained uncooperative throughout the arrest process. Details of the arrest were furnished to an on-call judge who approved a “no refusal” search warrant that allowed Troopers to obtain blood and urine samples from Miller without her consent. Miller was charged with DWI third offense, resisting an officer, and unlawful stopping upon a highway shoulder. She was booked into the Calcasieu Correctional Center.
