TROOP A NEWS RELEASE June 7, 2015 Baton Rouge Woman Struck and Killed by Vehicle in East Feliciana Parish Crash Jackson, LA – Shortly before 12:00 pm on June 7, 2015, Troopers from Louisiana State Police Troop A began investigating a single vehicle fatality crash involving a pedestrian on LA 952 north of LA 10 in East Feliciana Parish. The crash took the life of 63 year old Elisabeth Oliver of Baton Rouge, LA. The initial investigation by State Police revealed that the crash occurred as Oliver was walking her bicycle south in the southbound lane of LA 952. Prior to the crash, Oliver began experiencing mechanical issues while riding her bicycle and began walking in the roadway. At the same time, 79 year old Jessie Banguel of Clinton, LA was traveling southbound on LA 952 in a 1996 Chevrolet pickup truck. As the Chevrolet pickup exited from a right hand curve and began ascending up a hill, it struck Oliver in the southbound lane of LA 952. Oliver was transported to Our Lady of the Lake Hospital where she was pronounced deceased. Impairment is not suspected to be a factor in the crash. A toxicology sample was taken from Oliver and submitted to the Louisiana State Police Crime Lab for analysis. Banguel was given a chemical breath test for intoxication registering no detectable signs of alcohol. This crash remains under investigation and charges are pending. Louisiana State Troopers wish to remind motorists that Louisiana law requires a minimum distance of three feet when passing a bicycle. Bicyclist should remain as close to the right of side of the roadway as possible and are required to follow all traffic laws. In addition, Troopers urge pedestrians to maintain a heightened level of awareness while walking near the road. Simple precautions such as wearing reflective materials, avoiding distractions, and walking a safe distance from travel lanes while facing oncoming traffic could help prevent many pedestrian related crashes.
