TROOP D NEWS RELEASE September 24, 2015 Man Arrested for Fourth DWI after Colliding with 18-Wheeler Head-On WELSH, LA – A Lake Charles man was arrested last night after he caused a three-vehicle crash involving two 18-wheelers on Interstate 10. On September 23, 2015, at 7:44 p.m., Louisiana State Police Troop D responded to a three-vehicle crash on Interstate Highway 10 approximately 2 miles west of Welsh in Jefferson Davis Parish. The preliminary investigation revealed a 2013 Ford pickup driven by 33-year-old William Shockley Hains of Lake Charles made contact with an 18-wheeler. Hains lost control of the pickup, crossed the median, and struck another 18-wheeler head-on. Hains was transported from the scene with minor injuries. No one else was injured. The crash remains under investigation. Impairment on the part of Hains is suspected to be a factor in the crash. Hains refused to voluntarily provide a toxicology sample and a “no refusal” warrant was obtained. Blood was drawn and will be submitted for analysis. Hains was charged with DWI (fourth offense) as well as careless operation and was booked into the Jefferson Davis Parish Jail. | |||
