TROOP D NEWS RELEASE November 3, 2014 Pedestrian Struck and Killed on U.S. 165 in Allen Parish Kinder - On November 1, 2014, at 3:06 a.m., Louisiana State Police Troop D responded to a crash on U.S. Highway 165 about 1 ½ miles north of Kinder that claimed the life of a Welsh man. The preliminary investigation revealed that 22-year-old William S. Luntsford of Welsh, LA was walking in the outside lane of travel of U.S. 165 South when a vehicle had to swerve to avoid hitting him. A second vehicle traveling behind the first vehicle, driven by 70-year-old Alma Tate of Eunice, was unable to avoid Luntsford and struck him. Luntsford was transported to a nearby hospital and was pronounced dead upon arrival. Tate was wearing her seatbelt and was not injured. Toxicology samples were obtained from Luntsford and Tate and will be submitted for analysis. Impairment on the part of Tate is not suspected to be a factor in the crash and she was not charged. The crash remains under investigation. Walking upon the travel lanes of a multi-lane highway, especially at night, is dangerous and should be avoided. The highway shoulder is generally a safer location upon which to walk. A majority of pedestrian fatalities, nearly 70 percent, occur at night. Pedestrians are encouraged to walk facing traffic, wear light colored clothing, wear reflective materials, and to carry a flashlight at night.
