TROOP D NEWS RELEASE December 2, 2017 Troopers Obtain “No Refusal” Warrant in Arrest of Texas Man for Fourth Offense DWI LAKE CHARLES — A Texas man with a history of impaired driving was arrested for fourth offense DWI early Saturday morning. On December 2, 2017, shortly before 2:00 a.m., a Trooper assigned to the “Zero Deaths for the Holidays” DWI enforcement detail observed a 2015 Ram pickup truck speeding on Louisiana Highway 385 in Calcasieu Parish. Upon contact with the driver, 26-year-old Thomas Fernando Castro of Roscoe, Texas, obvious signs of impairment were observed and Castro was placed under arrest. A check of his record revealed five previous DWI arrests and a suspended driver’s license. Upon arrival at Troop D, Castro refused to provide a breath sample. Details of the arrest were furnished to an on-call judge who approved a “no refusal” search warrant allowing Troopers to obtain a blood sample from Castro at an area hospital. The sample revealed Castro’s blood alcohol content was over 2 ½ times the legal limit. Castro was charged with DWI fourth offense (the maximum allowed under Louisiana law), speeding, driving with a suspended driver’s license, driving with an open alcoholic beverage container, and expired license plate. He was booked into the Calcasieu Correctional Center.
