TROOP D NEWS RELEASE March 25, 2017 Troopers Arrest Houston Man for Attempted Murder of a Police Officer WESTLAKE, LA – A man from Houston has been arrested in connection with an incident this past Monday in Westlake. On March 20, 2017, shortly after 4:00 a.m., officers with the Westlake Police Department responded to the Isle of Capri Casino in reference to a subject harassing casino patrons. Upon the first officer’s arrival, he was met by 53-year-old Reginald Wayne Kinsey of Houston, Texas, who brandished a knife and charged towards the officer. The officer then fired his weapon and struck Kinsey. Kinsey sustained injuries to his legs during the shooting and was transported to a St. Pat’s Hospital for treatment. No one else was injured. On March 23, 2017, Kinsey was released from St. Pat’s Hospital into the custody of Louisiana State Police detectives. Kinsey was booked into the Calcasieu Correctional Center for attempted first degree murder of a police officer. Kinsey also has an active arrest warrant out of Texas for aggravated assault. Bond was set at $150,000. The investigation is continuing. If convicted, Kinsey faces from twenty to fifty years in prison without benefit of parole, probation, or suspension of sentence.
