L S P Investigations Lead To Multiple Arrests

Houma: The LSP Region I Criminal Investigative Division’s Houma Office has conducted several investigations that resulted in the arrests of numerous individuals involved in illegal drug and criminal activities.

On Thursday, April 14, 2011, Wesley Trosclair (W/M, 31 of Houma, LA) and Tammy Ray (W/F, 36 of Houma, LA) were arrested by State Police detectives for allegedly operating a clandestine laboratory, possession of methamphetamine (two grams), a Schedule II Controlled Dangerous Substance, and possession of Xanax (two pills), a Schedule IV Controlled Dangerous Substance.

The arrest stems from an investigation in which information was received that Trosclair and Ray were purchasing supplies and equipment to operate a methamphetamine laboratory. Detectives established surveillance and observed Trosclair and Ray making purchases at a local pharmacy and a store. A traffic stop was made with a search being conducted which determined that Trosclair and Ray were intending to manufacture methamphetamine in Terrebonne Parish. Trosclair was also wanted on an outstanding warrant out of Lafourche Parish for simple criminal damage to property. Trosclair and Ray were booked at the Terrebonne Parish Criminal Justice Complex on the above charges. Bond was set at $250,000.00 for each.

On Thursday, April 14, 2011, Margaret Santiny (W/F, 37 of Thibodaux, LA) and Kevin Sahm (W/M, 40 of Thibodaux, LA) were arrested by State Police detectives when it was learned that the two were fugitives out of Terrebonne and Lafourche Parishes. Santiny had multiple warrants from both parishes charging her with the following: monetary instrument abuse, prohibited acts schedule II, contempt of court, failure to appear, and resisting arrest. Sahm had warrants out of Lafourche Parish for the following: contempt of court and simple battery. Both were booked at Lafourche Parish Detention Center. Santiny’s bond was set at $46,200.00 and Sahm’s bond was set at $750.00.

On Friday, April 15, 2011, Brian C. Clancy (W/M, 40 of Lebanon, NH) was arrested by State Police detectives on an outstanding warrant issued in Terrebonne Parish. Clancy is accused of committing crimes of computer aided solicitation of a juvenile and indecent behavior with a juvenile.

The arrest warrant stems from an investigation conducted in late March, 2011. LSP Region I Criminal Investigative Division’s Houma Office conducted an undercover operations targeting persons intending to contact children on the internet and engaging them in sexually explicit communication. During such operation, Clancy engaged in sexually explicit conversations with an undercover trooper posing as a 15 year old female. Clancy exposed himself via a webcam, and sent nude and inappropriate images to whom he believed to be a 15 year old female. He also solicited the undercover trooper for a sexual encounter at a hotel in New Orleans while attending a work related conference. Clancy is an assistant professor with a PhD from Colby-Sawyer College in New Hampshire. Clancy was booked at the Terrebonne Parish Criminal Justice Complex. Bond was set at $250,000.00.
