L S P Investigations Lead To Multiple Arrests

Houma: The LSP Region I Criminal Investigative Division’s Houma and New Orleans Offices have conducted several investigations that resulted in the arrests of numerous individuals involved in illegal criminal activities.

On Wednesday, July 13, 2011, Walter J. Billiot (W/M, 62, of Theriot, LA) was arrested by State Police detectives on a warrant for insurance fraud.

The arrest stems from an investigation conducted by the Louisiana State Police Insurance Fraud and Auto Theft Unit. A complaint was received from the American National Property and Casualty Insurance Company in reference to a duplicate insurance claim being filed. During the investigation it was learned that after Hurricane Katrina in 2005, Billiot made a claim on a 1998 Carolina Skiff and was paid $2,350.00 for the claim. When ANPAC attempted to remove the boat, Billiot claimed the boat was not movable due to its condition. In 2008, Billiot made another claim on the skiff. Upon inspection of the skiff by ANPAC, it was determine that the skiff had not sustained any additional damages from the original claim in 2005. Billiot was booked at the Terrebonne Parish Jail.

On Thursday, July 14, 2011, Jay Price (W/M, 39, of Bourg, LA) was arrested by State Police detectives on a warrant for insurance fraud.

The arrest stems from an investigation conducted by the Louisiana State Police Insurance fraud and auto Theft Unit. A complaint was received from the Standard Insurance Company alleging Price had made false statements regarding his work status during the time he was receiving disability benefits. Price was injured in 2003. In 2004, he was classified as medically disabled. Price received a settlement in 2006 and advised the Standard Insurance Company that his work status had not changed and he was not employed. The investigation revealed that Price was operating an LLC by the name of American Athletic Academy. It was learned that Price was performing various work related tasks at his business. The false statements from Price allowed him to receive more benefits than allowed being disabled. Price was booked at the Terrebonne Parish Jail.

On Tuesday, July 12, 2011, Cesar Balderas (H/M, 34, of Houma, LA) was located at his residence and arrested by State Police detectives on warrants for the following charges: theft over $1,500.00, bank fraud, forgery, and monetary instrument abuse.

The arrest stems from an investigation conducted by the Louisiana State Police Region I Criminal Investigation Division’s Houma Office. A request was made by the Lafourche Parish Sheriff’s Office for state police to conduct an investigation involving an employee of Expert Riser Solutions, LLC. The investigation revealed that Cesar Balderas (H/M, 34, of Houma, LA) was a supervisor of Hispanic laborers at Expert Riser Solutions. It was learned that Balderas had terminated an employee and continued to submit the employee’s time sheet cards on his behalf. Another employee who was incarcerated at the Oakdale Federal Prison Balderas continued to submit time sheet cards and ultimately deposit the money into his own bank account. Balderas was booked as a fugitive at the Terrebonne Parish Jail. Balderas is awaiting extradition to Lafourche Parish. A bond of $40,000.00 was set.

On Wednesday, July 13, 2011, Juan Carvajal Arroyo (H/M, 39, of Houma, LA) and Roberto Hernandez (H/M, 30, of Houma, LA) were arrested by State Police detectives for being illegal in the United States and for outstanding warrants.

The arrest stems from an investigation during an inspection of two businesses in Terrebonne Parish. State Police Detectives were assisting Homeland Security Investigators with the inspection of Hope Services, LLC and Gulf Island Fabrications. During the inspection the two Hispanic males employed at the businesses possessed fraudulent documents for identification and were found to be in the United States illegally. It was also learned that Arroyo possessed a Texas Drivers License and I.D. Both had his photo, but different biographical data. This was presented fraudulently to his employer. Arroyo also had outstanding warrants out of the United States District Court, Eastern District of Virginia for the following charges: false identification of documentations and being an illegal immigrant. It was learned that Hernandez is an illegal immigrant and has outstanding warrants out of Lafourche Parish for the following charges: failure to appear on a 3rd DWI offense and operating a vehicle without lawful presence. Hernandez has an extensive criminal history beginning in 2002. Both were booked at the Terrebonne Parish Jail. Arroyo had a hold placed for Virginia and Hernandez has a hold for Lafourche and a bond set at $90,000.00.
