TROOP C - NEWS RELEASE July 28, 2013 Cut Off Man Dies in Submerged Vehicle Galliano, LA- Shortly before 1 AM this morning, a Cut Off man died when he was unable to escape his vehicle after it traveled off the roadway and became submerged in Bayou Lafourche. The investigation revealed that a 1999 Ford F-150 was traveling south on LA 308 near the Galliano Bridge in Lafourche Parish. The F-150 was being driven by Cesar Franco (O/M age 35) of Cut Off, LA. For unknown reasons, the F-150 traveled off the right side of the road where it rolled over onto its roof and came to rest submerged in Bayou Lafourche. Franco, who was not wearing a seat belt, was pronounced dead on the scene by the Lafourche Parish Coroner’s Office. Investigating Troopers report that impairment may be a factor in the crash. Routine toxicology tests are pending, and this crash remains under investigation. Troopers remind everyone to remain safe on the roads and never get behind the wheel of a vehicle if you have had any alcoholic beverages. While not all crashes are survivable, proper use of seat belts can greatly decrease an occupant’s chance of death and may greatly reduce the extent of injury. Louisiana law requires every vehicle occupant, front seat and back seat, to be properly restrained day or night. Taking the time to buckle up every trip and every time is the single most effective thing you can do to protect yourself in a crash.
