| LOUISIANA STATE POLICE COURTESY LOYALTY SERVICE TROOP C- NEWS RELEASE For Immediate Release Date: March 1, 2008 Alcohol is Factor in Hit and Run Pedestrian Fatality On Saturday 3/1/08 at 0200 hours, Victor Santiesteban (40 year old Hispanic male currently residing in Houma) was operating a red 1993 Dodge Spirit westbound on LA 182 near the New Horizons bar when he left the roadway to the right and struck Walter Hebert Jr. (W/M/64) of Houma, LA who was walking westbound on the westbound shoulder (approximately 5 feet from the fog line). Victor Santiesteban fled the scene; however, with the assistance of the Houma Police Department, he and the suspect vehicle were located less than a mile away at 155 1/2 New Orleans Blvd. Houma, LA. The pedestrian, Walter Hebert Jr., was transported to Terrebonne General Medical Center by Acadian Ambulance where he was pronounced dead a short time later. Santiesteban was not injured in the crash. It is unknown if he was wearing his seatbelt. It is also unknown at this time if there were any passengers in the vehicle at the time of the crash. Alcohol use is involved on the part of the driver, Mr. Santiesteban. He was given a breath test at Louisiana State Police Troop C in which the results were .129g%. It is unknown at this time if alcohol is suspected on the part of Hebert, but a blood test has been conducted and the results are pending from the Terrebonne Parish Coroner's Office. Santiesteban was placed under arrest and charged with Vehicular Homicide, Felony Hit and Run, No Driver's License, No License Plate, Illegal Alien Operating a Motor Vehicle, No Insurance, and Improper Lane Usage. He was booked into the Terrebonne Parish Criminal Justice Facility. After further investigation, it was determined that Santiesteban was in the country illegally. The vehicle, along with the clothing of both Santiesteban and Hebert were collected and submitted to the Louisiana State Police Crime Lab for their analysis. All of the above items are being stored at Louisiana State Police Troop C for the Crime Lab.
