TROOP A NEWS RELEASE July 20, 2015 Independence Woman Dies after being Struck by Vehicle on Interstate 12 Walker, LA – Shortly before 4:00 pm on July 20, 2015, Troopers from Louisiana State Police Troop A began investigating a fatal crash involving a pedestrian on Interstate 12 westbound east of LA 447 in Livingston Parish. The crash took the life of 57 year old Maggie Lynn of Independence, LA. The initial investigation by State Police revealed that the crash occurred as Lynn and 56 year old James Kinchen of Tickfaw, LA were stopped on the grass portion of the shoulder of Interstate 12 westbound in a 2000 Ford F-250 pulling a trailer. Lynn and Kinchen were outside of their vehicle attempting to load a 2006 Chrysler PT Cruiser onto the back of the trailer. At the same time, 26 year old Mekdad Zidan of Baton Rouge, LA was traveling westbound on Interstate 12 in a 2007 Ford Crown Victoria. Zidan lost control of his vehicle and it began to rotate clockwise as it ran off the right side of the road. Zidan’s vehicle struck both Lynn and Kinchen, as well as the trailer. Lynn sustained fatal injuries as a result of the crash and was pronounced deceased at the scene by the Livingston Parish Coroner’s Office. Kinchen received serious injuries and was transported to Our Lady of the Lake Hospital. Zidan was properly restrained and received minor injuries. Impairment is not suspected to be a factor in this crash. A toxicology sample will be taken from Lynn, Kinchen, and Zidan. These samples will be submitted to the Louisiana State Police Crime Lab for analysis. Zidan was also given a chemical breath test for intoxication registering no detectable signs of alcohol. Speed is suspected to be a factor on the part of Zidan. Zidan was placed under arrest and booked into the Livingston Parish Jail for Reckless Operation and Negligent Homicide.
