TROOP A - NEWS RELEASE September 10, 2015 Baton Rouge Man Dies after being struck by Vehicle While Changing Tire in East Baton Rouge Parish Crash Baton Rouge, LA – At approximately 6:30 pm on September 10, 2015, Troopers from Louisiana State Police Troop A began investigating a two vehicle fatality crash involving a pedestrian that occurred on LA 42(Burbank Dr.) west of Highland Rd. in East Baton Rouge Parish. The crash took the life of 80 year old Lawrence Shepherd Jr. of Baton Rouge, LA. The initial investigation by State Police revealed that the crash occurred as Shepherd was attempting to change a flat tire on his 1998 Toyota Sienna. Shepherd’s vehicle was parked on the eastbound shoulder of LA 42 and he was standing at the rear left side of his vehicle. At the same time, 47 year old Haosheng Huang of Baton Rouge, LA was traveling eastbound on LA 42 in a 2006 Toyota Sienna. For unknown reasons, Huang failed to negotiate a left hand curve and lost control of his vehicle. Huang’s vehicle ran off the road and struck Shepherd and his vehicle on the shoulder. Shepherd suffered fatal injuries as a result of the crash. He was pronounced deceased at the scene by the East Baton Rouge Parish Coroner’s Office. Huang was properly restrained and was uninjured in the crash. Impairment is not suspected to be a factor in this crash but a toxicology sample will be taken form Shepherd and will be submitted to the Louisiana State Police Crime Lab for analysis. Huang submitted to a chemical breath test and showed no detectable signs of impairment. This crash remains under investigation and charges are pending. Louisiana State Troopers urge motorist that witness hazardous situations, reckless drivers, or impaired drivers to dial *LSP (*577) to report the activity to the nearest Louisiana State Police Troop location.
