TROOP A NEWS RELEASE September 4, 2014 Pedestrian Struck and Killed on Jefferson Highway in Baton Rouge Baton Rouge – Shortly before 7:30 am on September 4, 2014, Troopers from Louisiana State Police Troop A began investigating a fatal crash involving a pedestrian that occurred on LA Hwy 73 (Jefferson Hwy.) at Floynell Dr. in East Baton Rouge Parish. The crash took the life of 62 year old Robert M. Vines of Winnfield. The initial investigation by State Police revealed that the crash occurred as Vines attempted to cross from the north side of LA Hwy 73 to the south side. At the same time, 59 year old David Phillips of Baton Rouge was driving a 2014 Dodge Ram westbound on LA Hwy 73 in the left hand lane. Another vehicle was traveling westbound in front of Phillips in the right hand lane. That vehicle stopped in the right hand lane, and upon doing so Vines began to cross the highway. Phillips’ view of Vines was obstructed by the stopped vehicle, and he was unable to avoid striking Vines as he was walked into the left lane of the roadway. Vines was transported to Baton Rouge General Medical Center on Bluebonnet where he was pronounced deceased from injuries sustained in the crash. Impairment on the part of Phillips is not suspected, and he was not cited in the crash. Phillips was properly restrained and was uninjured in the crash. Crashes involving pedestrians can often be avoided by following some basic safety guidelines. Pedestrians should wear light-colored or reflective clothing and should always avoid walking on the roadway in dark areas. Pedestrians must also assume that approaching motorists cannot see them, especially at night. Crossing roadways only in well-lit, designated areas and always walking facing traffic will enhance the safety for pedestrians. Contact Information: | |||
