Pedestrian Struck by Vehicle in East Baton Rouge Parish Succumbs to Injuries

Baton Rouge Shortly before 2:30 am on July 4, 2014, Troopers from Louisiana State Police Troop A began investigating a serious injury crash involving a pedestrian that occurred on LA Hwy 3246 (Siegen Ln.) near Industriplex Blvd. in East Baton Rouge Parish. The crash took the life of 18 year old Daniel Rivas of Baton Rouge.


The initial investigation by State Police revealed that the crash occurred when Rivas was attempting to cross Siegen Ln. at the intersection of Industriplex Blvd. At the same time, 23 year old Stephen Wagley of Baton Rouge was driving a 2013 Ford F-150 northbound on Siegen Ln. Wagley was unable to avoid Rivas as he was walking in the roadway and struck him with his vehicle.


Rivas sustained serious injuries as a result of the crash. He was transported from the scene by EMS to Our Lady of the Lake Hospital in Baton Rouge. Rivas succumbed to his injuries on July 5, 2014, and was pronounced deceased by OLOL medical personnel. Impairment on the part of Wagley is not suspected, and he was not cited in the crash. Impairment on the part of Rowell is unknown, and he was wearing dark clothing at the time of the crash.


Crashes involving pedestrians can often be avoided by following some basic safety guidelines. Pedestrians should wear light-colored or reflective clothing and should always avoid walking on the roadway in dark areas. Pedestrians must also assume that approaching motorists cannot see them, especially at night. Crossing roadways only in well-lit, designated areas and always walking facing traffic will enhance the safety for pedestrians.
