Suspicious Activity Leads to Drug and Weapon Seizure by Proactive Trooper

Houma, LA – Two Houma men currently remain in the Terrebonne Parish Criminal Justice Complex on a $200,000 bond following their arrest on drug and weapon charges by an observant Trooper investigating suspicious activity.

The incident took place on the afternoon of Tuesday, October 7, 2014 at approximately 2:00 pm, as a Trooper from Louisiana State Police Troop C was conducting an unrelated traffic stop in the Southland Mall Parking Lot off of LA 24 in Houma. As the Trooper returned to his patrol vehicle, he observed a male subject, later identified as 39 year old Horace Scott Jr, standing on top of a black 2004 Infiniti SUV attempting to pry open the sun roof to gain entry into the vehicle. Before the Trooper could reach the Infiniti to investigate further, Scott and another male, 35 year old David Voclain Jr, successfully opened the vehicle, activated the Infiniti’s alarm system, and proceeded to drive off leaving the parking lot.

The Trooper quickly caught up with the vehicle and conducted a traffic stop after witnessing the suspicious activity and suspected vehicle theft by the two men. During the course of the stop, Voclain was identified as the proper owner of the vehicle and explained that he had locked his keys inside of the SUV. As the Trooper continued to speak with the individuals, he detected the odor of marijuana and observed a Ruger handgun in plain sight. Due to the suspicious behavior of the individuals and observations by the Trooper, a Terrebonne Parish Sheriff’s Office K-9 was called to the scene resulting in a positive alert for the presence of narcotics.

A subsequent search of the vehicle led to the discovery of six plastic bags of suspected Heroin, a small amount of marijuana, a loaded Ruger 9mm semi-automatic handgun, and over $3200.00 in US currency hidden under the center console. Troopers additionally discovered 10 packs of the controlled dangerous substance Suboxone in Voclain’s pants.

Further investigation revealed Voclain had been arrested less than one month prior by the Lafourche Parish Sheriff's Office on drug and weapon charges and was currently out on bond awaiting trial.

Both Voclain and Scott were subsequently arrested and booked into the Terrebonne Parish Criminal Justice Complex on the below charges:

Voclain: Possession with Intent to Distribute Heroin, Possession of Marijuana, Possession of a Firearm in the Presence of Illegal Narcotics, Proceeds Involving Drug Proceeds, Possession with Intent to Distribute Suboxone.

Scott: Possession with Intent to Distribute Heroin, Possession of Marijuana. Possession of a Firearm in the Presence of Illegal Narcotics, Proceeds Involving Drug Proceeds, Possession of a Firearm by a Convicted Felon.
