Edmonson, Superintendent TROOP B- NEWS RELEASE For Immediate Release Date: January 1, 2011 Crash on I-310 Claims the Life of a Raceland Man Troop B – This morning, shortly after 3:30 AM, Louisiana State Police Troop B investigated a fatal crash on I-310 north (mile post 3.1) at the US 61 (Airline Highway) exit. Preliminary investigation revealed that a 1995 Chevrolet S-10, driven by Howard Folse III (W/M, age 32) of Raceland, LA, was traveling north on I-310 and for unknown reasons veered from an undetermined lane and struck the crash attenuator on the right side of I-310 at US 61. Folse exited his vehicle and was standing near the Chevrolet S-10 when he and his vehicle were struck by a 2004 Chevrolet Impala, driven by Lucien Dupard (B/M, age 36) of Destrehan, LA. Dupard was traveling north on I-310 and fell asleep at the wheel when he crashed into Folse. Folse was pronounced dead on the scene. The crash remains under investigation. Alcohol is suspected as a factor of the crash. Toxicology results are pending the completion of the autopsy for Folse. A blood sample was taken from Dupard, which is pending at the Louisiana State Police Crime Lab. Dupard was arrested and booked at the St. Charles Parish Correctional Center for Vehicular Homicide, DWI, and Careless Operation.
