Woman Arrested for Stolen Vehicle in Orleans Parish

Troop BThis morning, troopers assigned to the Louisiana State Police Bureau of Investigations Insurance Fraud / Auto Theft Unit arrested Nicole Winchester (B/F, age 23) of New Orleans, LA on charges of Possession of Stolen Property, Possession with the Intent to Distribute a Controlled Dangerous Substance and Possession of a Handgun with Narcotics.

Troopers began their investigation when they received information from Lo Jack about a 2002 Jaguar XTY stolen from New Orleans East on February 1, 2011. The Lo Jack signal was traced to 4652 Camelia Street, New Orleans, LA and a search warrant was obtained for the residence. The Jaguar was found in the rear of the residence and troopers also located approximately a half of a pound of marijuana and a .40 caliber Beretta handgun. An arrest warrant was obtained for Winchester and Gregory Key (B/M, age 25) of New Orleans. Winchester turned herself into troopers at the Orleans Parish Correctional Center. The arrest warrant for Key is still outstanding. If anyone has information on Key’s whereabouts, please call the LSP Auto Theft Unit at 504.310.7065.

Lo Jack is a stolen vehicle recovery system that consists of a small radio frequency transceiver hidden in the vehicle. The transceiver has a unique code specifically tied to that vehicle’s VIN number. When Lo Jack is activated, the transceiver sends out an inaudible signal that is automatically traced in Lo Jack equipped police units.

The Insurance Fraud / Auto Theft Unit is responsible for investigating referrals of suspected fraudulent insurance acts, stolen vehicles, assisting federal and local law enforcement in the investigation of fraudulent insurance acts, cooperating with local prosecutors and the attorney general's office in the prosecution of fraudulent insurance acts, and promoting awareness of insurance fraud throughout the state.
