Numerous Arrests Made in Orleans and St. John the Baptist Parish for Stolen Vehicles and Insurance Fraud

Troop B – Louisiana State Troopers assigned to the Bureau of Investigations Insurance Fraud / Auto Theft Unit made several arrests in Orleans and St. John the Baptist Parishes on April 4 – 5, 2011.

On April 4, 2011, troopers conducted a traffic stop for a violation at the intersection of Painters Street and N. Derbigny Street on a 2004 Ford F-150. The vehicle was found to be stolen from East Baton Rouge Parish on February 28, 2011. The driver was identified as Jamel Buckley (B/M, age 25) and a passenger, Brandon Simeon (B/M, age 20), both of New Orleans, LA. Both subjects were arrested and booked in the Orleans Parish Lock-Up on charges of Unauthorized Use of a Movable.

On April 5, 2011, troopers obtained arrest warrants for a husband and wife on charges of Insurance Fraud and Filing False Public Documents in St. John the Baptist Parish. The warrants stemmed from an investigation that began when a 2006 Ford Explorer, equipped with LO-JACK, was found in the rear yard of Westside 66 Towing. Further investigation revealed that Ronnie Feist (B/M, age 45) and Felicia C. Feist (B/F, age 41) of Edgard, LA, reported their vehicle as stolen to law enforcement authorities and made an insurance claim to Encompass Insurance Company. Troopers found that prior to the Feist’s reporting the vehicle as stolen, they found that the Explorer had complete engine failure and needed to replaced. At the request of Mr. Feist, Westside 66 Towing picked up the vehicle and was storing it for them at the tow yard. Westside 66 Towing had no knowledge that the Feist’s reported the vehicle stolen. Both subjects were arrested and booked into the St. John the Baptist Parish Correctional Center.

LO-JACK is a stolen vehicle recovery system that consists of a small radio frequency transceiver hidden in the vehicle. The transceiver has a unique code specifically tied to that vehicle’s VIN number. When Lo Jack is activated, the transceiver sends out an inaudible signal that is automatically traced in LO-JACK equipped police units.
