Unrestrained Independence Man Killed in Two Vehicle Head On Crash

Albany Shortly after 11:30 pm on November 28, 2014, Troopers from Louisiana State Police Troop A began investigating a two vehicle fatal crash that occurred on LA Hwy 40 east of LA Hwy 43 in Livingston Parish. The crash took the life of 39 year old Harold D. Conatser of Independence.

The initial investigation by State Police revealed that the crash occurred as 20 year old Austin D. Culpepper (also of Independence) was driving a 2002 Ford F-150 eastbound on LA Hwy 40. At the same time, Conatser was driving a 2011 Ford Fusion westbound on LA Hwy 40. For unknown reasons Culpepper crossed the center line and his F-150 struck the Fusion head on.

Conatser was unrestrained at the time of the crash and suffered fatal injuries as a result. Culpepper was properly restrained and was uninjured. Impairment is unknown on the part of either driver, and toxicology samples were taken from both and submitted to the Louisiana State Police Crime Lab for analysis. No charges have been filed, and this crash remains under investigation.

Louisiana State Troopers wish to remind motorists of the importance of seat belt use. While not all crashes are survivable, statistics show that the chances of surviving a motor vehicle crash rise significantly when properly restrained. Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up.
