Edmonson, Superintendent TROOP B- NEWS RELEASE For Immediate Release Date: August 11, 2010 Kinder, LA Resident Killed in Fatal Crash Venice, LA – Today, shortly after 2:10 AM, Louisiana State Police Troop B investigated a fatal crash on LA 23 at milepost 2.5 in Plaquemines Parish. Preliminary investigation revealed that a 2000 Freightliner tractor-trailer, operated by Patrick Darby (B/M, age 44) of Youngsville, LA, was traveling south on LA 23 in the right lane. Mr. Darby observed a large object lying in the middle of the right lane and attempted to avoid the object, but was unable to do so. The object was identified as a pedestrian, Garrett Randall All (W/M, age 19) of Kinder, LA. Mr. All was transported to Ochsner Hospital Westbank Campus and pronounced dead due to injuries sustained during the crash. At this time, it is unknown why Mr. All was lying in the right lane of LA 23. Speed and/or impairment are not suspected on the part of Mr. Darby. However, impairment is suspected for Mr. All. Autopsy and toxicology results are pending.
