TROOP B - NEWS RELEASE October 7, 2013 Pedestrian Killed in Crash in St. Bernard Parish Last night, at approximately 8:40 PM, Louisiana State Police Troop B responded to a fatal crash in St. Bernard Parish on LA 46 (St. Bernard Highway). The crash involved a pedestrian, identified as Candas Richard (B/F, age 22) of St. Bernard Parish, who was pronounced dead on the scene. Preliminary investigation revealed that a 1999 Nissan Maxima, driven by Anna Berthelotte (W/F, age 38) of St. Bernard Parish, was traveling west on LA 46, just west of Colonial Boulevard. Richard was dressed in dark clothing and was walking west on LA 46 in the middle of the westbound lane. The Maxima struck Richard in the lane of travel. Berthelotte pulled the Maxima to the shoulder and began flagging traffic around Richard, who was laying the westbound lane. A 1997 Mac Dump truck, driven by Robert Starks (B/M, age 63) of Orleans Parish, then struck Richard again in the westbound lane. Impairment and speed are not considered factors of the crash, however blood samples were taken from both drivers and will be processed by the Louisiana State Police Crime Lab. The crash remains under investigation. Troopers urge both motorists and pedestrians to remain vigilant while on area roadways and pay close attention to their surroundings. Louisiana State Law requires pedestrians to utilize sidewalks where accessible or walk along the left shoulder as far away from the roadway as possible. Pedestrians should walk against the flow of traffic, wear light colored clothing, and stay out of travel lanes at all times.
