TROOP B - NEWS RELEASE October 15, 2013 Plaquemines Parish Resident Arrested for Doctor Shopping Today, troopers assigned to the Louisiana State Police High Intensity Drug Trafficking Areas Task Force (HIDTA) arrested Carol E. Ruggles (W/F, age 48) of Belle Chasse, LA, on 28 counts of Obtaining Prescriptions for Controlled Dangerous Substances by Fraudulent Means, or Doctor Shopping. The investigation began in September 2013, after LSP HIDTA troopers received information from the Plaquemines Parish Sheriff’s Office that Ruggles was obtaining prescriptions for controlled dangerous substances from numerous health care providers. LSP detectives utilized the Louisiana Board of Pharmacy Prescription Monitoring Program, which is an investigative tool that allows law enforcement to monitor potential prescriptions that are fraudulently obtained. An arrest warrant was obtained for Ruggles in Plaquemines Parish, where she was subsequently booked. The case remains under investigation and further charges on Ruggles are possible.
