TROOP B NEWS RELEASE June 15, 2018 Two Men Arrested for Conspiracy to Commit Forgery on Concealed Handgun Permit Applications Orleans Parish – Yesterday, Louisiana State Police Detectives assigned to the Bureau of Investigations New Orleans Field Office arrested two men suspected of committing Forgery and Conspiracy to Commit Forgery related to concealed handgun permit applications in Louisiana. Detectives received information from the Louisiana State Police Concealed Handgun Permit Section in December 2017 after finding several initial and renewal permit applications contained forged documents. During the course of the investigation, Detectives identified 54-year-old Annis Broussard of Slidell, LA. Broussard was a NRA Certified Instructor in the Basic Pistol Course and registered as such with the State of Louisiana. Detectives found that Broussard was issuing Basic Pistol Course certificates to individuals that had not actually completed the required course. Further investigation revealed that Broussard was working with 47-year-old Derrick Jones of Waggaman, LA. Jones was responsible for providing the notarization for the required application affidavits for the permits; however, Jones is not a notary and was utilizing a notary number that was issued to a different individual that had been previously suspended in 2015. Broussard and Jones were conspiring together to scam individuals into paying between $200-$300 in order to expedite their application process. Detectives identified this scam was used nine times; three permit renewals, five new applications and one new application that was canceled by the applicant. The new applications (5) were all denied by the Louisiana State Police Concealed Handgun Section due to arrest history in the background checks. All three renewals are under review pending revocation by the Louisiana State Police Concealed Handgun Section. Broussard’s instructor certification has been revoked though the State of Louisiana. Broussard has been charged with Conspiracy to Commit Forgery. Jones has been charged with 27 counts of Forgery and Conspiracy to Commit Forgery. Contact Information: | |||
