Missing Juvenile Found in New Orleans Apartment after Being Held Against her Will

Orleans Parish – Yesterday, two New Orleans men were arrested by the Louisiana State Police Bureau of Investigations Special Victims Unit on charges of Contributing to the Delinquency of a Juvenile. The arrests were made after Detectives found a missing 16-year-old juvenile in a New Orleans apartment, nude and incoherent.

The investigation began after LSP Detectives, NOPD and US Marshals received information that the juvenile was missing and the family was receiving threatening text messages regarding the juvenile’s whereabouts. Through investigative methods, Detectives located the juvenile and identified two persons of interest. The juvenile has received medical treatment and is safe.

Evidence indicates that the two arrested subjects were with the juvenile during the timeframe she was missing. Justin Noel (age 42) was arrested in Gentilly and questioned by Detectives. Noel is also a Registered Sex Offender Tier III for Forcible Rape. Steven Cooley (age 54) was arrested at the apartment the juvenile was found in and he is currently on parole for Manslaughter.

This investigation is active and ongoing. Additional charges and further arrests are probable.
