Bicyclist Succumbs to Injuries Sustained by Impaired Driver

Arabi – On Friday, August 7, 2020 at approximately 9:30 am, Troopers with Louisiana State Police Troop B investigated a serious injury crash on LA 46 at Norton Avenue in St. Bernard Parish. The crash involved a bicycle and ultimately claimed the life of 49-year-old Erin Randall of New Orleans, LA.

The initial investigation conducted by Troopers revealed that Randall was operating a light blue Schwinn Perla bicycle southbound on LA 46 in the right lane near the intersection of Norton Avenue. At the same time, 26-year-old Wesley Ruffino of St. Bernard was also traveling southbound on LA 46 near Norton Avenue. For unknown reasons, Ruffino left the roadway to the right and struck the rear of the bicycle, causing Randall to be ejected. Randall was transported to a local hospital where she was treated for severe injuries. This morning at approximately 9:00 am, Troop B was notified that Randall succumbed to her injuries. Impairment is suspected on the part of Ruffino, and a toxicology sample was taken from him to be submitted to the Louisiana State Police Crime Lab for further analysis. Troopers arrested Ruffino and booked him into St. Bernard Parish Lock-Up for violating LRS 14:32.1 Vehicular Homicide, LRS 14:99 Reckless Operation, LRS 14:69 Possession of Stolen Vehicle , LRS 32:415 Suspended Driver’s License. The crash remains under investigation and there is no further information available at this time.

Time and time again, Troopers witness preventable motor vehicle crashes such as this one. Whether by alcohol or narcotics, nearly half of the fatal crashes in Louisiana are caused by impaired drivers. Louisiana State Police urge motorists to have a plan in place that includes a designated driver when consuming any substance that will impair your judgement. Please choose to not drive impaired or ride with an impaired driver, and always buckle up.
