| TROOP B NEWS RELEASE April 17, 2020 Impaired Driver Arrested after Pedestrian Killed in Jefferson Parish Terrytown – On Thursday, April 16, 2020, shortly after 10:00 PM, Troopers from Louisiana State Police Troop B responded to a fatal crash involving a pedestrian on LA 428 at Nile Street in West Jefferson Parish. The crash claimed the life of 26-year-old Eugene Harris of Terrytown. The initial investigation led Troopers to determine that the crash occurred as the decedent was walking eastbound on LA 428 in the right lane near the intersection of Nile Street. At the same time, 35-year-old Tyrone Wallace of Gretna, was traveling eastbound on LA 428 in a 2016 Nissan Altima. For reasons still under investigation, Harris was struck by the Nissan Altima. Harris suffered fatal injuries and was pronounced deceased at the scene. Impairment on Harris’ part is not suspected. Wallace along with other occupants of his vehicle, 2 of which were minors, were not properly restrained during the crash, however none were injured as a result. Impairment on the part of Wallace is suspected to be a factor. Wallace submitted to a breath test to determine impairment, the results of which were 0.170 g% BAC. Troopers placed him under arrest for: Vehicular Homicide, Unrestrained Child (2 counts), Obstruction of Justice and Operating a Vehicle While Driver’s License is Suspended. As part of the ongoing investigation, blood samples were collected for analysis. This is still and active and on-going investigation and no further information is available at this time. Time and time again, Troopers witness preventable motor vehicle crashes such as this one. Whether by alcohol or narcotics, nearly half of the fatal crashes in Louisiana are caused by impaired drivers. Louisiana State Police urge motorists to have a plan in place that includes a designated driver when consuming alcohol. Furthermore, Troopers wish to remind motorists that child safety seats offer the best protection for children in the event of a crash. When properly installed and used, child safety seats can greatly reduce the risk of serious or fatal injury for children.
