TROOP B NEWS RELEASE
August 26, 2017
Impairment and Speed Suspected as Factors in Fatal Motorcycle Crash

Jefferson Parish Yesterday evening, shortly after 11:15 pm, Louisiana State Police Troop B investigated a fatal crash on the upper level of US 90B at Manhattan Blvd. The crash claimed the life of 40 year old John Rosser Jr. of Westwego, LA.

Preliminary investigation revealed that Rosser was driving a 2009 Harley Davidson motorcycle west on US 90B at a high rate of speed. For reasons still under investigation, Rosser lost control of the motorcycle and struck the left guard rail of the Harvey Canal Bridge. The motorcycle then struck a speed limit sign and Rosser was ejected from the motorcycle and fell to the lower level of US 90B. He was pronounced dead on the scene.

Speed and alcohol impairment are suspected as factors of the crash. At this time, Troopers also believe that Rosser was not wearing a helmet. Rosser also did not have a motorcycle endorsement. The crash remains under investigation.

Whether impaired through alcohol, drugs, or a combination of the two, the consequences of driving while impaired remain the same. The task of stopping impaired drivers is a joint effort of law enforcement agencies and the public. By never allowing an impaired driver to get behind the wheel and reporting dangerous drivers to law enforcement, the public can play an important role in the reduction of crashes caused by impaired drivers. Making poor decisions in a vehicle such as driving impaired, driving while distracted, or not wearing a seat belt leads to serious injuries and deaths every day across the state. Making the responsible decision can mean the difference between life and death.

Motorcycle helmets are required by Louisiana law for all riders. The helmet will provide protection for the brain and decrease the chances of traumatic brain injury. The Louisiana State Police website provides information on motorcycle safety classes. The classes range from basic rider course to the advanced rider course.
