TROOP B NEWS RELEASE September 2, 2017 Lake Charles Man Killed in High Speed Crash on I-10 St. Charles Parish – Yesterday, at approximately 10:20 am, Louisiana State Police Troop B investigated a serious injury crash on I-10 west at mile post 214 on the Bonnet Carre Spillway. The crash involved two vehicles and one of the drivers, 34 year old Paul J. Dellafosse of Lake Charles, LA, was transported to University Medical Center where he later died. Preliminary investigation revealed that Dellafosse was operating a 2002 Honda Accord at a high rate of speed on I-10 west. For reasons under investigation, the Honda struck the left curb which caused it to enter the right lane. It then struck a 2010 Ford Focus, driven by 20 year old Steven Kimelman of Winter Springs, FL, that was traveling in the right lane. Both the Ford and Honda stuck the right guardrail. The Ford came to rest in the right lane and the Honda flipped onto its roof. Dellafosse and his passenger, 37 year old Kevin Simmons of Boutte, LA, were properly seat belted. However, Dellafosse sustained serious injuries and died at the hospital late last night. Simmons was not injured. Kimelman and three occupants from Florida in the Ford were properly seat belted and no injuries were reported. Impairment is not considered to be a factor of the crash. Nationally, according to NHSTA, speeding is a factor in one-third of all fatal crashes. Speeding is defined as speed too fast for conditions or in excess of the posted speed limit. Speed limits are implemented in the best interest of public safety. Numerous factors are taken into consideration when deciding on a speed limit. Some of those include lane and shoulder width, vertical alignment, superelevation and curve radius. Troopers witness firsthand the devastating effects in motor vehicle crashes caused by speeding.
