TROOP B - NEWS RELEASE March 2, 2017 Pedestrian Killed on Jefferson Highway Jefferson Parish – Yesterday evening at approximately 6:00 pm, Louisiana State Police Troop B investigated a fatal crash on LA 48 (Jefferson Highway) at Orchard Road. The crash claimed the life of a pedestrian identified as 58 year old William Rouse of River Ridge, LA. Preliminary investigation revealed that a 2016 Toyota Camry, driven by 32 year old Chantell Lacava of Kenner, LA , was traveling east on LA 48 in the right lane approaching a green light at the intersection of Orchard Road. Rouse was standing in the median waiting to cross the eastbound lanes of LA 48. Rouse then began to run south across the eastbound lanes and was struck by the Toyota in the right lane. William Rouse was pronounced dead on the scene. Impairment and speed are not considered factors of the crash. Lacava submitted to a breath test and no alcohol was found in her system. No charges have been filed at this time and the crash remains under investigation. Pedestrians and motorists alike are urged to remain vigilant while on area roadways and pay close attention to their surroundings. Crashes involving pedestrians can often be avoided by following some basic safety guidelines. Pedestrians should wear light-colored or reflective clothing and should always avoid walking on the roadway in dark areas. Pedestrians must also assume that approaching motorists cannot see them, especially at night. Crossing roadways only in well-lit, designated areas and always walking facing traffic will enhance the safety for pedestrians.
