The Troopers’ initial investigation indicated that Sino was driving a 2011 Kawasaki motorcycle at a high rate of speed on LA 23 north in the right lane. A 2006 Nissan Titan, driven by 68 year old Carol Sylve of Belle Chasse, LA, was backing out of a private drive onto LA 23 near Brook Street. As the Titan backed into the right lane of on LA 23, the Kawasaki struck the rear of the Titan. Sino was ejected from the motorcycle and died on the scene.

Speed and impairment are considered factors of the crash. Sylve was given a breath test and tested above the legal alcohol limit. Sylve was arrested for Vehicular Homicide, DWI, Improper Backing and No Seat Belt and booked into the Plaquemines Parish Jail.

Whether impaired through alcohol, drugs, or a combination of the two, the consequences of driving while impaired remain the same. The task of stopping impaired drivers is a joint effort of law enforcement agencies and the public. By never allowing an impaired driver to get behind the wheel and reporting dangerous drivers to law enforcement, the public can play an important role in the reduction of crashes caused by impaired drivers. Making poor decisions in a vehicle such as driving impaired, driving while distracted, or not wearing a seat belt leads to serious injuries and deaths every day across the state. Making the responsible decision can mean the difference between life and death.
