TROOP B NEWS RELEASE October 28, 2017 Unrestrained New Orleans Man Killed in US 90B Crash Orleans Parish – Yesterday afternoon, shortly after 3:00 pm, Department of Public Safety Officers investigated a crash with injury on the elevated portion of US 90B west, over General Degaulle Dr. The driver, 58 year old Manuel Stoker of New Orleans, LA, was transported to University Medical Center with serious injuries and he later died. Preliminary investigation revealed that Stoker was driving a 1990 GMC Xpeditor WX west on US 90B. For unknown reasons, Stoker lost control of the vehicle and struck the left guard rail. Stoker was not wearing a seat belt and was ejected over the guard rail to the lower level. Impairment is unknown and a toxicological analysis is pending an autopsy. The crash remains under investigation. The majority of motorists who die in crashes are not wearing a seat belt. Despite this fact, some people still choose not to take the 3 seconds needed to buckle a seat belt. Louisiana law requires motorists to wear a seat belt in every seating position, front seat and back seat, day and night. Wearing a seat belt is the single most effective thing vehicle occupants can do to minimize the risk of injury in the event of a crash.
