TROOP B - NEWS RELEASE January 30, 2017 Four Year Old Pedestrian Killed in Jefferson Parish Crash Jefferson Parish – Yesterday evening, shortly before 6:00 pm, Louisiana State Police Troop B investigated a fatal crash on US 61 south near North Lester Avenue. The crash claimed the life of 4 year old Isiah Winfrey of Metairie, LA. Preliminary investigation revealed that Isiah Winfrey and his mother, 24 year old Patience Winfrey, were walking south on the right shoulder of US 61. A 1999 Chevrolet Suburban, driven by 64 year old Joe Hutshell of Jefferson, LA, was traveling on US 61 south in the right lane. Isiah Winfrey broke free from his mother’s grasp and ran into the right lane of US 61 where he was struck by the Chevrolet. Isiah Winfrey was transported to a local hospital where he was pronounced deceased. Speed and impairment are not considered factors of the crash. Hutshell voluntarily submitted to a breath test and no alcohol was found in his system. No charges are being filed at this time and the crash remains under investigation. Pedestrians and motorists alike are urged to remain vigilant while on area roadways and pay close attention to their surroundings. Louisiana State Law requires pedestrians to utilize sidewalks where accessible or walk along the left shoulder as far away from the roadway as possible. Pedestrians should walk against the flow of traffic, wear light colored clothing, and stay out of travel lanes at all times.
