TROOP B - NEWS RELEASE June 19, 2016 Alabama Woman Killed on Belle Chasse Highway in Motor Vehicle Crash Plaquemines Parish – Early this morning, at approximately 4:25 am, Louisiana State Police Troop B responded to fatal crash involving a pedestrian on LA 23 south at Villary St. The pedestrian, identified as 23 year old Megan Manning of Grand Bay, AL, died on the scene. Preliminary investigation revealed that Manning was walking in the roadway on LA 23 south at Villary St. when she was struck by a 2001 Ford F250. The Ford was driven by 65 year old Dean Thomas of Marrero, LA. Troopers believe that Manning was impaired at the time of the crash and toxicology tests are pending an autopsy. Thomas provided a breath sample following the crash and he was found to be over the legal limit of 0.08g%. Thomas was arrested and booked into the Plaquemines Parish Jail on a criminal charge of Vehicular Homicide. Crashes involving pedestrians can often be avoided by following some basic safety guidelines. Pedestrians should wear light-colored or reflective clothing and should always avoid walking on the roadway in dark areas. Pedestrians must also assume that approaching motorists cannot see them, especially at night. Crossing roadways only in well-lit, designated areas and always walking facing traffic will enhance the safety for pedestrians.
