TROOP B - NEWS RELEASE
April 4, 2016
Five Vehicle Crash Leaves One Man Dead, Another in Critical Condition

Jefferson ParishLast night, at approximately 6:30 pm, Louisiana State Police Troop B investigated a fatal crash at the intersection of US 90 at Lafayette Street in the City of Gretna. The crash involved five vehicles, including two motorcycles and claimed the life of 53 year old Mark Harmon of Terrytown, LA.

The initial investigation revealed that 72 year old Lillie Liccardi of Gretna, LA, was driving a 2014 Infiniti QX80 in the center lane east on US 90 lower level. For reasons still under investigation, Liccardi disregarded a red light at the intersection of Lafayette Street and struck a 2016 Harley Davidson driven by Harmon. As a result, Harmon was ejected from the motorcycle. The 2016 Harley Davidson that was driven by Harmon slid across the roadway and impacted two other vehicles that were stopped at the red light in the northbound lanes of Lafayette Street at US 90 east; a 1993 Honda Civic, driven by 46 year old Sheila Costa of Gretna, was stopped in the northbound right lane and a 2015 Land Rover, driven by 29 year old Chelsey Lee of Gretna, was stopped in the northbound left lane. As the crash was occurring, a 2006 Harley Davidson, driven by 56 year old Mark Duffy of Gretna, LA, was also in the intersection and struck the Infiniti on the driver’s side rear door and Duffy was ejected. Harmon and Duffy were transported to University Medical Center. Harmon was pronounced deceased upon arrival at the hospital and Duffy is currently in critical condition. Both Harmon and Duffy were wearing DOT approved helmets. No other injuries were reported and all other drivers were properly restrained with seat belts.

Speed and impairment are not considered factors of the crash. Liccardi voluntarily submitted to a breath test and no detectable alcohol was found. She also submitted to a blood test for toxicological analysis and those results are pending. The crash remains under investigation and criminal charges are pending.

Troopers urge motorists to avoid all distractions while driving. Distractions, such as cell phones, passengers, radios, etc., take a driver’s focus away from the road. When focus is taken away from the road, the serious injury and fatality crash rate rises. To learn more about the dangers of distracted driving please visit the government’s official distracted driving website, www.distraction.govhttp://www.distraction.gov/. Troopers remind motorists to make good decisions behind the wheel; buckle up each and every ride, drive sober and place your full attention on the road and other motorists.
