TROOP B - NEWS RELEASE March 7, 2016 Pedestrian Killed in Crash on Belle Chasse Highway Jefferson Parish – Yesterday evening, shortly after 7:00 pm, Louisiana State Police Troop B investigated a fatal crash involving a pedestrian on LA 23 near the intersection of Wall Boulevard. The pedestrian, identified as Gladys Lugo (age 69) of Terrytown, LA, was pronounced dead on the scene. Preliminary investigation revealed that Lugo was walking across the northbound lanes of LA 23 and was struck by a 2014 Chevrolet Express Van, driven by Patrick Guillory (age 60) of Eunice, LA. Speed and impairment are not considered factors of the crash at this time. Guillory submitted to a breath test and no detectable alcohol was found in his system. Toxicology results for Lugo are pending an autopsy. No other injuries were reported and the crash remains under investigation. Pedestrians and motorists alike are urged to remain vigilant while on area roadways and pay close attention to their surroundings. Louisiana State Law requires pedestrians to utilize sidewalks where accessible or walk along the left shoulder as far away from the roadway as possible. Pedestrians should walk against the flow of traffic, wear light colored clothing, and stay out of travel lanes at all times.
