Information from California Law Enforcement Leads Troopers to 420 Pound Marijuana Seizure


Jefferson Parish – Yesterday, Louisiana State Police Bureau of Investigations Troopers assigned to the LSP High Intensity Drug Trafficking Areas Task Force (HIDTA) received information from law enforcement agents in San Jose, California in reference to a large quantity of marijuana destined for Westwego, LA. Troopers arrested 32 year old Michael Kwan of Westwego as a result of the investigation.

During the investigation, Troopers intercepted a freight shipment and LSP K-9 “Luke” alerted on three pallets that were contained in the trailer. A search warrant was obtained, and inside the trailer Troopers found twelve 55-gallon drums of soaking salts. Concealed inside the drums were vacuum sealed bags of marijuana totaling approximately 420 pounds. An additional search warrant was executed on a residence in Westwego. There, Troopers and Westwego Police located an additional 12 pounds of marijuana, approximately 14 grams of cocaine, 543 dosage units of steroids, and an assortment of drug paraphernalia used for distributing marijuana. Kwan was arrested and booked into the Jefferson Parish Correctional Center on the following charges: Attempt to Possess with Intent to Distribute Marijuana (a Schedule I Controlled Dangerous Substance), Possession with Intent to Distribute Marijuana, Possession with Intent to Distribute Cocaine (a Schedule II Controlled Dangerous Substance) and Possession with Intent to Distribute Steroids (a Schedule III Controlled Dangerous Substance).
