Three Arrested for Insurance Fraud Following Joint Investigation

St. Francisville – Louisiana State Troopers assigned to the Insurance Fraud/Auto Theft Unit arrested three St. Francisville residents yesterday following a joint investigation between State Police and the St. Francisville Police Department. The investigation was a result of a complaint made by the Government Employees’ Insurance Company (GEICO).

The investigation revealed that a GIECO insured driver backed into an unoccupied vehicle belonging to Honabea Cavalier (B/F, age 31) of St. Francisville in the parking lot of a retail store. There was no police report filed and no damage to either vehicle observed at the scene. Several days later, Cavalier filed bodily injury claims on behalf of herself and her five minor children for injuries she claimed they sustained in the parking lot collision. GEICO paid Cavalier five hundred dollars ($500.00) to cover the injuries she claimed that her children sustained.

Troopers learned through further investigation that Earl Barrow (B/M, age 26) and Sandra Cavalier (B/F, age 51), both of St. Francisville, filed injury claims with GEICO for the crash as well. To further support their claims, Honabea Cavalier filed a police report with the St. Francisville Police Department approximately one month after the crash occurred. Troopers determined through the investigation that the GEICO insured driver did strike Cavalier’s vehicle, but there was no one in the vehicle during the crash.

Troopers obtained arrest warrants for all three suspects from the 20th Judicial District Court. With the assistance of the St. Francisville Police Department, Troopers arrested the three suspects and booked them into the West Feliciana Parish Jail. Honabea Cavalier was booked on charges of insurance fraud, felony theft, and filing false public documents. Earl Barrow and Sandra Cavalier were both booked on charges of insurance fraud. They each face up to five years in prison and $5,000 in fines if convicted on the insurance fraud charges.
