Several Suspects Arrested Following Crash and Subsequent Investigation

Baton Rouge – Louisiana State Police Troopers assigned to Troop A, the Criminal Investigations Division, and the Narcotics Division have arrested several individuals today following this morning’s single-vehicle crash that occurred on LA 73 (Old Jefferson Highway) near Barringer Foreman Road. The arrests are a result of quick action on the part of East Baton Rouge Sheriff’s Deputies and an intense follow-up investigation by Troopers.

Troopers assigned to Troop A were dispatched to the crash shortly after 3:00 am this morning. Upon their arrival, Troopers learned that the driver and passenger had fled the scene on foot into a nearby neighborhood. EBR Deputies quickly located and apprehended both occupants, who were later transported to Our Lady of the Lake Hospital with various injuries sustained in the crash. Troopers’ investigation revealed that a 2001 Honda Civic, being driven by Anthony Turner (W/M, age 18) of Warsaw, MO, ran off the road, struck a utility pole, and overturned. Turner was ejected and sustained serious injuries. He and his passenger, Jordyn O’Neal (W/F, age 18) of Baton Rouge both fled the scene and were quickly apprehended by East Baton Rouge Sheriff’s Deputies. While investigating the crash, Troopers discovered a bag contained a white powdery substance and emitting a vapor as well as a bag containing items normally used to manufacture methamphetamine. Troopers immediately blocked off the roadway and created a 500-foot “clear zone” around the crash scene. Troopers also contacted nearby residents and ordered them to shelter in place. Troopers, with the assistance of the Louisiana State Police Hazmat Unit and the Baton Rouge Fire Department secured the scene, cleaned the site, and cleared the crash. The vehicle was identified as having been stolen from Tennessee. It was taken to the Louisiana State Police Crime Lab along with the bag of suspected methamphetamine precursers for processing.

State Police detectives and narcotics agents were called in to assist in the investigation. During the investigation, Troopers learned that the vehicle had been stolen by two individuals believed to be escapees from Humphreys County, TN. Troopers, detectives, and narcotics agents furthered the investigation and were able to locate three additional individuals near the Rave theatre on Hatteras Avenue in Baton Rouge. Troopers arrested Dustin Allen (W/M, age 26) and Dustin Jones (W/M, age 24) on fugitive warrants from Humphreys County, TN. Allen and Jones had walked away from a work release detail in Humphreys County at the end of July. Allen was serving an 8 year sentence for violation of probation for manufacturing methamphetamine. Jones was serving a 3 year sentence for violation of probation for theft. The third suspect, Zachary M. Kuhlmann (W/M, age 22) was arrested on a fugitive warrant from Livingston Parish. He was wanted for Domestic Abuse.

Troopers have also arrested both the driver and passenger of the vehicle. Turner has been booked into the East Baton Rouge Parish Prison on charges of DWI, 1st Offense, illegal possession of stolen property, reckless operation, hit and run, and no seatbelt. O’Neal has been charged with illegal possession of stolen property and will be booked into the East Baton Rouge Parish Prison upon her release from the hospital. Additional charges on both Turner and O’Neal are pending the outcome of the report from the Louisiana State Police Crime Lab.
