TROOP A NEWS RELEASE March 18, 2014 Trooper Arrests Clinton Man for the Third Time and Charges Him with Seventh Offense DWI Clinton – On March 17, 2014, a Trooper from Louisiana State Police Troop “A” placed 30 year old Clinton resident James Earl Haynes, Jr. under arrest for 7th offense DWI. This is the third time that Haynes has been arrested in East Feliciana Parish by the same Trooper since 2011. The first time the Trooper came into contact with Haynes was shortly after 3:00 pm on June 8, 2011. Haynes was driving a 1999 Chevrolet Tahoe on LA Hwy 67 north of LA Hwy 10 in E. Feliciana Parish. The Trooper stopped Haynes and discovered that he was driving with a suspended license, and believed that he was under the influence of alcohol. The Trooper placed Haynes under arrest for LRS 14:98 - DWI (5th offense) and LRS 32:415 - Operating a vehicle with a suspended license. The Trooper came into contact with Haynes a second time shortly after 1:30 am on March 8, 2014 when he observed Haynes speeding on LA Hwy 67 south of Clinton in a 2003 Chevrolet Tahoe. Upon coming into contact with Haynes the second time, the Trooper suspected that he was under the influence of alcohol again. The Trooper placed Haynes under arrest and booked him into the E. Feliciana Parish jail for LRS 14:98 - DWI (6th offense), LRS 14:98.3 - Operating a vehicle while under suspension for certain prior offenses, LRS 32:61 - Speeding, and LRS 32:58 - Careless operation. At approximately 10:00 pm on March 17, 2014, the same Trooper who arrested Haynes on two previous occasions was contacted by the Clinton Police Department. Officers from Clinton PD informed the Trooper that they had stopped Haynes in the same 2003 Chevrolet Tahoe for speeding on LA Hwy 67 north of LA Hwy 10. When the Trooper arrived to the scene, he suspected for a third time that Haynes was under the influence of alcohol. The Trooper placed Haynes under arrest for LRS 14:98 - DWI (7th offense), LRS 14:98.2 - Unlawful refusal to submit to chemical tests, and LRS 14:98.3 - Operating a vehicle while under suspension for certain prior offenses. Haynes, Jr. was again booked into the E. Feliciana Parish Jail on the above listed charges. Troopers wish to remind drivers that impaired driving continues to be a major problem throughout Louisiana. Whether impaired through alcohol, drugs, or a combination of the two, the consequences of driving while impaired remain the same. Troopers will continue to enforce Louisiana’s DWI laws across the state and remain committed to a public education campaign to end impaired driving.
