TROOP A NEWS RELEASE March 8, 2014 Driver Charged with DWI and Vehicular Negligent Injuring in EBR Parish Crash Baton Rouge – Shortly after 4:15 pm on March 7, 2014, Troopers from Louisiana State Police Troop A began investigating a three vehicle injury crash that occurred on US Hwy 61 north of Barringer Foreman Rd. in East Baton Rouge Parish. The crash caused injuries to two unrestrained children, and the driver at fault was arrested for DWI and multiple counts of vehicular negligent injuring. The initial investigation by State Police revealed that the crash occurred as 42 year old Khamphangdeth Souvannaphim of Baton Rouge was driving a 1997 BMW 740iL northbound on US Hwy 61. At the same time, 57 year old Stephanie Dellafiora of Baton Rouge was driving a 2008 Chevrolet Silverado northbound on US Hwy 61, and 48 year old Scott Caballero of Brandon, MS was driving a 2011 Chevrolet Silverado southbound on US Hwy 61. As Souvannaphim was traveling north, he attempted to change from the right lane to the left lane, unaware that traffic in the left lane was stopped due to vehicles attempting to turn left. Souvannaphim’s BMW entered and exited the median and struck the front of Dellafiora’s Chevy. After striking Dellafiora’s Chevy, Souvannaphim’s BMW then struck Caballero’s southbound Chevy head on. Souvannaphim had seven passengers in his BMW at the time of the crash, two of which were unrestrained children. All occupants of the vehicle were transported to local hospitals with moderate to severe injuries. Troopers suspect that Souvannaphim was under the influence of alcohol at the time of the crash. He received minor injuries and was transported to Our Lady of the Lake Hospital. Once released he was arrested for Driving while intoxicated, Careless operation, Vehicular negligent injuring (7 counts), and No seatbelt (2 counts) and booked into the East Baton Rouge Parish Prison. Both Dellafiora and Caballero were properly restrained, and Caballero was transported to Our Lady of the Lake Hospital with minor injuries. Troopers wish to remind drivers that impaired driving continues to be a major problem throughout Louisiana. Whether impaired through alcohol, drugs, or a combination of the two, the consequences of driving while impaired remain the same. Troopers will continue to enforce Louisiana’s DWI laws across the state and remain committed to a public education campaign to end impaired driving.
